		<description>this is a top class article.. i tend to totally agree with Ratan,that offsets be treated as opportunities, I also tend to agree with him for developing close partnerships with local industry else no forward movement can occur .. tho what Dr Mathur says is great as well &quot;relationships tend to trump contacts.. but the rule of law prevails&quot; great
hope to hear some more from Frost &amp; Sullivan, the only consulting company in India to have a dedicated Aerospace &amp; Defence team.
